General Open Emoji Panel in Windows 11

This tutorial will show you how to open the Emoji Panel in Windows 11.

An emoji is a pictogram, logogram, ideogram or smiley embedded in text.

Windows 11 includes 3D Fluent emoji you can use from the Emoji Panel.

Starting with Windows 11 version 22H2 KB5030310 Build 22621.2361, Unicode Emoji 15 is beginning to roll out to Windows Insiders in the Beta Channel. Users will now be able to see, search for and insert new emoji from the emoji panel.

Starting with Windows 11 version 22H2 KB5030310 Build 22621.2361 with the update of our color font format to COLRv1, Windows is now able to display richer emoji with a 3D like appearance with support coming soon to some apps and browsers. These emoji use gradients to bring the design style that our customers have been asking for. The new emoji will bring more expression to your communications.

Starting with Windows 11 build 22635.2483 (Beta), Microsoft is temporarily disabling the update of our color font format to COLRv1 that displayed richer emoji with a 3D like appearance to fix some bugs. Microsoft plans to re-enable this in a future Beta Channel flight.

Option One

Open Emoji Panel using Keyboard Shortcut


1 While you have the cursor in a text box, press the Win+. (period) or Win+; (semicolon) keys.

Using the . period key from the number pad will not work for this.


2 You can now search and select an emoji you want to use from the Emoji Panel.

In addition to using your mouse to select an emoji, you can also navigate through the panel by using the following keys:

Arrow keys = Navigate among emoji
Tab / Shift + Tab = Switch emoji category
Enter = Select an emoji
Esc = Close the panel






Option Two

Open Emoji Panel from Context Menu


1 Right click in a text field, and click/tap on Emoji. (see screenshot below)

For example, in Google Chrome, Microsoft Edge, or Firefox.

Open Emoji Panel from Touch Keyboard


1 Open the Touch Keyboard.

2 While you have the cursor in a text box, click/tap on the Emoji icon at the top left corner of the Touch Keyboard. (see screenshot below)

  1. I can't use the shortcut.
  2. Right click (context menu) has no "emoji" option.
  3. And there is no emoji panel (button) on my touch (on screen) keyboard.

Hold the WIN key down and tap the full stop / period key. Then release the WIN key.

^ I've tried that a million times. It doesn't work.

None of the 3 options opens up that square emoji pop up. What I have is some sort of crap truncated thing only available via on-screen keyboard. A limited number of emojis consisting of two "pages" that I can only browse with a forward and back button. Can't search emojis at all. There is no emoji search bar that I can type words/characters into and find an emoji.

Something is definitely missing in my Windows 11. Or perhaps some conflict or malfunction is blocking it if it is there.

Yes it is 22621.1344.

But Win key + period ( . ) or semicolon ( ; ) still doesn't work. Nothing in the right-click / context menu either.

Something is definitely screwed up.

The Windowns 10 + 11 emoji panel appears to simply not exist on my machine.... which was bought with Windows 10 pre-loaded but I soon enough turned to 11. Something I have only regretted since and might undo — I'm thinking of downgrading upgrading to 10 and then skipping over to Windows 12 when that is released. Then I'll get my emoji panel too.

Isn't there a file to download, or a registry edit to (re)activate or some other similar type solution?

Why is this tiny insignificant app so special that it can't be fixed one of those ways? With NORMAL windows tweaks or troubleshooting?

Just to confirm, what do you have set as your region and display language? The Emoji Panel doesn't support all languages yet. You could test using "United States" if not already.

Yes I went out of my way and set it up so it's United States in EVERYTHING* — to no avail.

* = Display language, Input language, day, time and currency Format and Location, including regional settings. I somewhat suspect this is not the problem, cuz I have another laptop I got from work and its Windows OS (10) is completely non-US local in language and display (naturally, as it's a company machine and I can't even change that) yet this one does have the emoji panel and the shortcut. And everything works exactly as described on this tutorial. The emoji panel is no longer US only. It works in some other, at least European language displays and keyboards.... in theory. So using other devices I have somewhat eliminated that possibility from being the cause of my issue........ unless y'all are telling me that the emoji panel is different (read: inferior) on Windows 11 and that here it is less capable of working in different display environments. If so then that's another pretty damning and deplorable situation and status of Win 11 vis-à-vis 10.

    I don't know much about all this stuff, but am heavily into photography and use my PC for editing with various application's i.e. Luminar, Nik collection, photo studio 12 and Picasa tried PS , too complicated for old geezer's 😐 recently lost all my pictures thanks' to a Microsoft download on my old windows 10 tried everything to no avail but I learned a lot about PC's , luckily I saved everything to a memory stick now just have to remember where I put It 😕having just used the site to help me get rid of a pinned folder that refused to be unpinned I am impressed and grateful so thanks for that.

I must admit that I'm not sure why the Emoji Panel is not working for you. If you like, you could try doing a repair install of Windows 11 like below without losing anything to see it may fix it.

Just speculating I feel like this may be a permissions issue. There might be system files whose permissioons are blocking me or else themselves are blocked/denied from performing. I says this cuz I notice a lot of my powershell commands are rejected on "unauthorized" basis (denied cuz I don't have permissions. I can't for example re-register all my apps via the command: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation) AppXManifest.xml"}

This could happen if not using an elevated (aka: "Run as administrator") PowerShell, or if an issue with a specific app not able to re-register.
