I use Open Shell, Open Shell - Classic Shell Reborn, to make the Start Menu look 'normal'. Question: Can something be done so that the programs that appear when Apps is moused over appear in a folder under Programs?

Can you elaborate, I don't quite get what you're after?

Wow. When I go to that site both Defender and Malwarebytes start screaming STOP. Anyway, regarding your question, AFIK Open Shell can still use the old Windows 7 look if the user sets their Open Shell settings that way.
I used Classic Shell back in the Win8 days and Open Shell says it can make the start menu look like Win7 just as Classic Shell did..

I thought the OP wanted Apps in a folder! Beats me, but, I'm sure I've seen it done in OpenShell, as in SAB...
