It doesn’t matter which page you download from, because the file is always pulled from the same server. For example:

If you are still trying to figure out why the Windows 11 install is failing, boot the computer with USB stick and when you get to the "doesn't meet requirements" screen, press the shift and F10 keys simultaneously, type "notepad \windows\panther\setuperr.log" into the command prompt and press "Enter". When notepad opens, scroll to the right and you should see the primary cause of the failure. Don't leave out the backslash in front of "windows" in the command line.

The error "This PC doesn't currently meet Windows 11 system requirements" appears right after selecting the operating system version, when Windows Setup performs system requirement checks. For example, if the USB flash drive is booted in legacy BIOS mode, Setup cannot proceed because Windows 11 requires UEFI and GPT. Windows Setup will automatically create the correct partition style (GPT in UEFI mode, MBR in BIOS mode), but since Windows 11 installation requires UEFI/GPT, booting in BIOS mode will always cause this error.

No use trying to boot a Legacy BIOS (MBR) USB flash drive in UEFI only system. It might as well be corrupted and cannot boot, assuming it was UEFI bootable. Just wipe it and create an UEFI mode (GPT) one. Media Creation Tool allegedly creates a USB flash drive that can boot in either Legacy BIOS or UEFI mode, but I recommend using Rufus and take care to select GPT, UEFI mode. With Rufus you can also select to bypass compatibility check, just in case.

This option is not needed because all new motherboards support Windows 11 system requirements by default.

I think the problem is an incompatibility between the USB stick and the motherboard, if the UEFI bootable USB stick doesn’t show up in the boot menu with the UEFI prefix on the new computer.

My other computer (a UEFI-only laptop) sometimes doesn’t recognize the USB stick in the boot menu until I power it off and restart it.

There is an easier way to cycle power, press CTRL+ALT+DEL to restart and try again. Also try a different USB port. In old motherboards with USB 2.0 ports, use a USB 2.0 port for compatibility, avoid USB 3.0 ports.

Well, your CPU will easily run Windows 11 Pro 25H2 so that isn't an issue . . .

Your motherboard should be fine . . .

Probably a configuration issue in the BIOS.

The oldest PC I've installed Windows 11 Pro on is from 2008, yes 2008.

Just a reminder:

TRUE minimum system requirements (bypassing compatibility check) for Windows 11 21H2, 22H2 and 23H2: Any 64-bit CPU that can also run Windows 8 64-bit, 2GB RAM and 40GB+ HDD. This includes even the first generation Intel 64-bit CPUs, Pentium 4 6xx socket 775! Yes, they are VERY slow, so I recommend at least Intel Core 2 Duo or better. The only exception are the first generation AMD 64 CPUs which can run up to Windows 7 64-bit, or Windows 8/10 32-bit due to lack of specific instructions.

TRUE minimum system requirements (bypassing compatibility check) for Windows 11 24H2 and 25H2: Any 64-bit CPU with SSE4.2 instruction set. This includes the first generation Intel Core-i3 (respective Atoms and Pentiums might not have SSE4.2, check with CPU-Z) and equivalent AMD CPUs! Mine is 3rd generation Core-i7, so I am OK, currently running 25H2 build 7171.
