Unfortunately, only the Reader is free at ADOBE, everything else is only available via Adobe Creative Cloud and not for free ... But I don't want the Cloud and all available products. I just want a way to edit, merge, separate PDF files ...

I stopped using Adobe long time back. It was a huge program for what it does, plus all the bloatware. There are far better programs that do pretty much what you need at a minute fraction of size.

Again, I'm talking in relative terms and not absolute terms. What that means is you may have 64 GB ram, but that doesn't mean Adobe can use 5 GB, when other comparable programs use under 100 MB. Numbers used are only to drive home the point.

Sumatra is the simplest pdf reader I have seen, and good enough for just reading pdf.

For some more features like editing, annotations, etc. Xodo and Foxit are great too. I see there are some other interesting recommendations, and that pushes Adobe further away on my list of prefered programs.

I also use SumatraPDF as my reader for PDF.

For creation and modification of my own PDF files I use the free PDFCreator Pseudo Printer Driver and whatever application is appropriate to create the document content, often it's MS Word or Publisher, although a lot of my Graphics processors will directly create PDF output ( as Adobe made PDF an open format quite a while ago. and now Word and other applications can open the format then edit and save.

One other thing about the free PDFCreator is it can output in a good number of common image formats when this is more appropriate for the usage

There are dozens of free readers but very few good annotation tools, and even less good pdf file manipulators e.g. remove page, merge pages, rotate pages etc. The best free file manipulation tool (imo) is PDFSAM.

Of course, the best PDF paid tool that far exceeds anything even paid adobe is Bluebeam software but far too expensive for average domestic use.

It depends what the OP means by Editor.

There are plenty of free tools for signing or annotating etc., but, for proper pdf creation or manipulation you've got to buy it.

I use Sumatra for reading.

I also design Interactive Church Bulletins, and a few other things..., I do so in PowerPoint and export it as PDF.

IMO, PDFSAM was the best, before they took the visual part of of the free version and make it pro (paid).

Check out pdfarranger. It's Open source, visual, can be portable... Working great for splitting, merging, changing page order etc.

For real editor there are very limited free options

My needs are modest. I recently had to extract 8 pages from tax return (T1 general) and used "PDF merger and Splitter" from the store.

I tried PDF24 and it did the job with minimal effort.

I hope to use this program in the future for special tasks.

Foxit is my default reader.

That has been my experience - opt out working OK. After the first install, with updates there is no issue. Don't consider this a recommendation though :D

Well, for just PDF reading, I find the in-board PDF reader provided by most major browsers is more than adequate. The PDF function in the Edge Browser even has some manipulative (though limited) capabilities for PDF pages.

It's not that simple. I could buy you 10 copies, but "you" will need to provide the credentials to register the software to get a product key to activate the software. Those keys are sent to "your" .edu email address ;)

Anyway, anyone can buy the $119 verson, it's meeting the qualification to activate. Some online stores like Amazon will make you prove qualification before purchase. Places like Best Buy have the products on the shelves, so... Also, most places will warn there is no refund if you buy the product, open, and don't qualify. This is also listed on the package.
