Did you update the driver without first removing the old one and the software?

1. Download latest drivers applicable for your GPU and OS.

2. Download DDU Display Driver Uninstaller Download version 18.0.5.4

3. Disconnect from the internet to block windows update from interfering with DDU and install of new driver.

4. Use DDU to completely uninstall current drivers and Radeon software . Run DDU in safe mode and follow the instructions carefully.

5. With internet still disconnected, boot in normal mode and install new drivers.

6. reconnect internet.

If that doesn't resolve the problem download an older driver package and go through the procedure again to install it.

This is a note on DDU site in case you get into some sort of boot loop
USEFUL TIP:
To solve the infinite boot loop issue that some users are having, you must boot with the DVD/USB (Windows installation disk) in recovery with Command prompt and type :
Option 1 (recommended) : bcdedit /deletevalue {default} safeboot
If option 1 is not working,
Option 2 : bootrec /rebuildbcd
There may need to be some adjustement if you have a dualboot system. but if not , it should work correctly.
