Removed the last post as apparently since the taskbar fiascos, things have changed. Hopefully the video still works?

EDIT: You probably wont achieve the empty/full effect though regardless of the process.

@antspants is dead on. Removing it from the desktop is easy, and putting a shortcut to it on the W11 taskbar is easy, but you can't get the Empty/Full alternation on the taskbar in W11. A single click on the taskbar icon opens the Recycle Bin window, shows you the contents, and offers to Empty Recycle Bin with the click of a button. I use a context menu addition from @Brink here on ElevenForum that makes monitoring the Bin and emptying the Bin child's play:

The "Zap 'em!" and the icon are idiosyncratic additions of my own. The original shows the Bin icon and uses the words "Empty Recycle Bin," if I remember correctly.

Type "desktop icons" into the Start search. That brings up the Themes window, and down below, there is a link for Desktop icon settings. Uncheck the Recycle Bin, and you're done.

I've been using a little taskbar recycle bin called MiniBin 6.6.0 for several generations of Windows now and it still works great. You can change the full and empty icons, see the size of the trash and just click to empty it.

Your welcome, just an FYI, the percentage settings don't work so you'll want to just set it to only use empty/full icons which work just fine. You can also set a custom empty recycles sound for it in your sound settings if you choose.
