Solved Running Windows 11 with a local account


Came to this site to investigate and solve a problem through testing and fact-finding
Unexpectedly, the Media Creation Tool for Windows 11 has been released a day early.

I'm currently testing an install of W11 Home using an ISO made by this MCT to se if any of the previous workaround for 'local account only' still work with this release.

Back with results soon (I hope).....

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 4GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Beta as native boot vhdx.

Hmm, I downloaded the MCT earlier and successfully created an ESD ISO with it. You still can by the looks of it....

I'm currently using the ISO I made to install W11 Home, I can say already that Alt+F4 cannot bypass the requirement to connect and check for updates. I've found a few other workarounds for local accounts only that no longer work, but I think I may have found another one. I'll have to start another clean install to confirm, so bear with me for a little longer.....

The following tested were all done using a 22000.194 ISO created by the MediaCreationToolW11.exe and installing in a virtual machine.

Well, Alt+F4 doesn't work, you still cannot bypass connecting to the internet and checking for updates.

Giving a dummy phone number for the account creation (eg. 111111111111111) doesn't work either.


Let's try turning off and restarting the OoBE from the beginning, this time disconnecting from the internet after checking for updates has completed.

At the 'Let's add your Microsoft account' page clicking 'sign-in options' now shows a 'searching' bar across the top, seeming never going to time out.

Starting again with another clean install...

Disconnect after checking for updates has completed. Then on the 'Let's add your Microsoft account' page, just click the 'back' arrow at the top left....

Don't know what will happen with tomorrows release. As of 2000.194
this still works.
Disconnect from internet
When screen says " Lets connect you to a network"
Plug in Ethernet cable
Click next and unplug cable
after a short "Checking for updates"
"Who's going to use this device" (Local account setup)

I would think this would work for WiFi, if you can disconnect after clicking next.
Have not tried it
Just tried this again, different computer. Todays ISO downloaded from Microsoft. Worked fine. Only difference was a license agreement after searching for updates.

Interesting opinion. Wrong, but interesting.
Just because you don't agree with the terms and feel you should be able to do whatever you want, doesn't mean I'm wrong. I'm absolutely dead certain that a software licensing agreement gives you the right to use the software, with legal stipulations about what you can and cannot do with it. I've worked in software development companies since 1997.

But do with it as you wish, I realize you are saying that you aren't going to stop trying to force it to do with what you want. Carry on.

I can confirm this worked! Windows 11 Home with a local account is a thing.

Your method also worked. Tried a second install(after wiping the drive). Disconnecting the internet after it begins looking for updates results in the local account creation screen. Not sure why it didn't work before, but it worked this time!

I can also confirm that the Windows 11 public release is version 22000.194.

So if anyone is currently running the beta 22000.194, stick with it as you're running the current version. Enjoy!!

Sounds like a win/win for everybody

For now. Local accounts are dead weight to Microsoft, a non-profit legacy feature to be supported out of kindness. If it wasn't for the needs of enterprises and their system admins, they would've been axed a long time ago. The beauty of local accounts are simplicity and ease of use for all Windows users, everything you need for productivity is already there without the dangers and hassle associated with online accounts. Simply put, Windows with local accounts is the product. When you convert a local account into an MS account, the tables turn.

Local accounts are a right, not a privilege microsoft can take away. There will be repercussions for this crap. You can bet on it.

Not true, like Android, most ChromeBooks can be used without a Google account. They're just not very useful. However, I'm not worried about Google accounts because Google exercises common sense where peoples devices are concerned. Despite the nonsense floating about the net, Google does actually respect peoples rights and privacy and they do not allow certain activities on their platform. On the other hand microsoft with Windows & the store is a very different situation. Windows users do NOT need a microsoft account to use their PC to it's fullest. The microsoft store isn't even very useful to most PC users. But they desperately want it to be. They want to be able to force install crap apps people don't want, don't need and didn't ask for. Google(nor Apple) allow this. And I certainly will not tolerate it. I like Windows and PC computing, but there is no way on this green Earth I will allow microsoft(or anyone else for that matter) to tell me how I can and can not use my own PC.

Instead of forcing it down peoples throats microsoft should simply focus on making the store a great and useful resource without any unwanted and unwelcome intrusions. Not everyone wants to use it and not using it or even having it installed needs be an option for people at all times.

Once again, I'm going to make this clear for everyone;
My PC, My fricken rules. Don't like that perspective or school of thought? Don't care, sucks to be you, get knotted.

And I do not trust microsoft. The differences are that Google constantly makes effort to earn the trust of the community whereas microsoft keeps stabbing people in the back. However, this is not a valid thread for this topic of discussion.

Alright I understand your point, sorry for the confusion. I do not like how Microsoft force people to use Bing, Edge, Microsoft Account or all of that. I do want a safer and more open OS too :)

I would like to point out that in the days of 98, you can choose what programs or stuff you wanted install or updated. Even Mail, IE, and stuff were not bundled with windows but in extras like Windows 95 plus to get IE. There was more choice back then
