So this is a weird one, most of those errors I've seen relating to this are where Settings doesn't run...mine does, but then selecting any tab within it causes everything to lock up.
Only way to exit is to Ctrl-Alt-Del

Here's what happens:
Click Settings Icon (from taskbar or Start Menu) > Settings Loads > Select Personalisation > Select any item = Lockup

Here's what I've tried:
chkdsk, Scannow, /RestoreHealth, /ScanHealth, cleanmgr.exe
Settings Repair/reset
Troubleshooter
Update & reverse previous updates
Restore

Note: I only found this was not working properly because my desktop wallpaper kept going "black" (another issue).

Hi, it could help if you specify your PC model more exactly (don't know if it's a desktop/laptop/tablet...) - see my specs for comparison.

Also your build number like 26200.8737.

When did this start? If you know when and it was recently, then you might simply use a suitable System Restore point. Assuming you have one.

You say you've tried resetting Settings.

Have you tried re-registering Settings?

Also see this current thread which may prompt some ideas:

Not exactly identical initial symptoms, though.

If you reach the point of considering an in-place upgrade repair, before doing so, create a new user account for test purposes (you can delete it later). Log in to that account- if you don't see the same symptoms, the problem relates to one account, and an in-place upgrade repair (and other general repairs) are very unlikely to help.

Let's do the basic
Open a CMD window as administrator and type:
chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes
Restart

Back to Windows, open a CMD window as administrator and type:
sfc /scannow

If it finds any corrupted files, fixing or not, reboot and run again

Then run
Dism /Online /Cleanup-Image /ScanHealth
and
Dism /Online /Cleanup-Image /RestoreHealth

Run disk cleanup (%windir%\system32\cleanmgr.exe) to clean all temporary files.

only two - one from today, and another from 11th July.
I already tried 11th - no luck

Did you actually re-register Settings as per the tutorial?

If you create a new user account, do you see the same problem in that account?
** If you don't, that proves it's not a Windows Update- related issue.... - and that it's particular to one account.

As I said above- you should do that as a standard test BEFORE considering an in-place upgrade repair.

I have settings issues with my Beta machines that Co-Pilot says we're introduced in the 26200 and 26220 builds. Specifically certain settings modules won't open and freeze the settings app to include System/Advanced, Accounts/Sign-in, Apps/Advanced App Settings and a couple others. I can close the settings app with close button however and reopen it to get other modules that work.

Don't know if that's related to your issue or not. Tried several troubleshooting steps in including various command prompt resets and ISO repair reinstalls. What's weird is after the machines have been up and running for hours those settings will release and start working until the next reboot. Co-Pilot now suggests the only fix is a full clean install which would be a ton of work so I'm holding off hoping build 26H2 coding may fix the issue.

Thank you.

The next step is to see what happens in Safe Mode.
Settings functionality will be reduced, but if it still freezes or crashes that suggests possible corruption.

If you then still have the same problem, and you have it in two accounts, (at least I assume that's what you mean) then either
a. An in-place upgrade repair install could help

or

b. There's some change that has been made that it can't fix.
