The next best thing to a fresh install is an in-place repair upgrade, keeping all your files and apps. You'll only be able to use Option One in this tutorial if you install the latest updates. You could use Option Two though.

- UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.
I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.
Info for 2021-2026:
fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

Um, 24H2 hasn't bee released to people via Windows update yet. So that would be a non-issue.Fresh Install 100%
But I would read a little about the 24H2 update some people are having problems

As already suggested, do a Repair install
Use MCT to download the Win 11 installation iso file
Right click on the Win 11 installation iso file and select mount.
On the virtual drive created run Setup.exe. It will upgrade the installation to Win 11 23h2

That's probably the way I'd do it. I've done it that way before and will have to do it again soon with a Windows Surface laptop/tablet that I need to wipe.

I guess my original post didn't make few things very clear.
(1) First this Win-11 for workstation is on an NVMe 512 GB as a boot drive & it does not have any partitions or data & I am going to keep it that way because I have 1 more 512 GB NVMe to clone the boot drive & keep it as a back up.
(2) I have 3 other HDDs for data that are still blank sitting in the rig.
(3) The Dell guy came & hooked up PC & checked if everything work as it should & it did & he left.
(3) I have not used this workstation even for an hour after that so there are no updates since he hooked up the Workstation in October 2020.
Thus doesn't all that make the Workstation with Factory installed Win-11 with no updates ever since it arrived in October 2022 which is 2 years ago ?

No, the OP should not use the MCT, it creates an ISO with an install.esd and a limited set of editions. The OP needs Pro for Workstations....
...and that edition is only in the ISO with an install.wim from 'Download Windows 11 Disk Image (ISO) for x64 devices'.

Then you will still have the original Windows 11 release, build 22000. An in-place upgrade with the latest ISO is the fastest way to get fully up to date. Currently that would be the ISO for 23H2, but within a month the ISO for 24H2 is expected to be released.

The MCT does not download any existing ISO file. If you choose to make an ISO rather than a USB it still does exactly the same thing, downloads the components required to make the install media, then constructs the ISO (or USB) from them. Neither the ISO or the USB will contain 11 Pro Education, 11 Pro Education N, Windows 11 Pro for Workstations, or Windows 11 Pro N for Workstations.
I downloaded both for post #28 and listed the editions they contain. The ISO made by the MCT only has 7 editions, the ISO downloaded direct from Microsoft has a further 4 editions.

MCT is managed by the products.cab file, which is downloaded every time MCT runs (from a hard-coded https: //go.microsoft.com/fwlink URL).
By default, normal users get the Consumer editions.
Using the MCT command line option for /MediaEdition Enterprise, you can get the EDU & Enterprise editions.
Neither of the products.cab provides the "Pro for Workstation" SKU.

I don't know. The one I downloaded today was for en-gb and named Win11_23H2_EnglishInternational_x64v2.iso
Microsoft don't list the hash values for all their ISOs, but if you choose to download an ISO direct at Download Windows 11 they will tell the hash you should use to verify your download as soon as they give you the 24-hour download link. I've just done that, here are some of the current hash values. Compare that with your ISO.

- UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.
I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

Certainly Home, and Home SL will active if pc has a Pro digital licence.
I think I was the first to report this actually as I found it out by mistake - I remember being disputed until people tried it for themself.
Interestingly Home SL will activate if pc has Home digital licence (I tried it).
I do not know far this goes up the food chain though but fair chance it would work, but why you would bother is a different question.

You're are talking about completely different distributions.
- @SIW2 is looking at the VLSC monthly releases (Month_Year), which are constantly re-released with a completely updated Windows ISO. These are not legitimately available to consumers, since they're only licensed to VLSC clients.
- @Bree is looking at the retail ISO's created by MCT, or available for download. Retail ISO's are delivered in "random" milestones with no specific schedule other than to incorporate more recent priority updates.
- UUP dump builds a new ISO from scratch; so it's neither a VLSC or a retail ISO, but is closer to VLSC in principle. For a consumer, it's the probably the only legitimate way to approximate VLSC images.

Correct. The retail ISOs, whether created by the MCT or downloaded direct, are only updated occasionally when there's a major change. Minor changes are taken care of by Windows Update, either during or after a clean install. The ISO for 23H2 has, as far as I can tell, only been updated once (the current ISO has 'v2' in its name). Both the MCT and the direct download ISO are currently for build 22631.2861, Dec 12, 2023.

22621 is the base build of the 22H2/23H2 system files. It becomes 22631 on install as the 23H2 ISO also contains and installs the 23H2 enablement package.

The last major round of W10 & 11 ISO updates was driven by the Black Lotus UEFI mitigation, when MS began switching out the boot code. Which the same time they nuked all W7, 8 and the oldest W10 releases from the download servers.
Those events are obviously connected. That's how serious MS perceives the Black Lotus threat to be. If you're on VLSC, then you still have access to the now forbidden ISO's.
