Similar taskbar icons are joined up - despite using StartAllBAck

On StartAllBack (StartIsBack), the option "Combine taskbarbuttons" is set to "Never".

But similar icons are still combined. (In other words, moving one icon moves the group.)

I would be grateful for any advice.

Reminder: "StartAllBack" is the app that gives the old Win XP Start button and Start Menu

If you mean that you have two windows of the same application (such as two MS Edge windows) and they appear next to each other but you cannot move them independently, then this is normal. They appear in the order they are opened. You cannot change this order and trying to move one moves the whole group. This is to help you locate the application on the taskbar when you have too many different applications open. If they could move independently you would have to scan the whole taskbar multiple times to find a specific window while now all you need is locate the group. A much easier way is to open Task View by clicking on the respective icon or pressing WIN+TAB. This presents you thumbnails of the open windows so you can easily spot the one you want and click on it to bring in focus. From there you can also enable multiple virtual desktops so you have specific apps display on specific virtual desktop and keep the main desktop uncluttered.
