Slow boot/restart after Windows 11 upgrade/reinstall

Good morning!
I am part of the Windows Insider Program and have a separate laptop that I went through all of the Windows 11 beta's. I never had an issue with anything during this time. This laptop boot really fast (<15 seconds). All is good.

When Win 11 was officially released I successfully upgraded my desktop (DELL XPS 8930) and immediately noticed how long it was taking to restart or reboot. The "Measure the restart time" shows it takes 149 seconds for a restart. I thought something might have gone wrong with the upgrade so I loaded Windows 11 from scratch. After the reload the system is still taking 149 seconds to restart/reboot.

Turned boot logging on and noticed:
BOOTLOG_LOADED \SystemRoot\System32\drivers\dxgkrnl.sys
BOOTLOG_NOT_LOADED \SystemRoot\System32\drivers\dxgkrnl.sys with the NOT_LOADED repeated about 5 more times throughout the log.
I am not sure if the dxgkrnl.sys is the issue, but it is the only thing that stands out in the ntbtlog.

Has anybody else experienced this long boot issue? The system functions perfectly once logged into.

Any thoughts or suggestions would be appreciated.

the dxgkrnl.sys is the Windows, graphic card driver.
Your case is similar to this one, solved by applying that latest Windows 11 update.

I am simply asking how your suggestion will assist in his/her problem as I can not see how it does.

I don't know if it's hard to write how many watts your power suply has because you didn't write it in the computer specifications and then I'll explain to you and others why it's important.

jaree1961 the answer to your question: there are a lot of things in the computer that consume more power / watts when the computer turns on it takes about 90% of power, in normal mode power up to 50-60%; my example a few years ago: 4 x HDD, motherboard, 32 GB RAM, processor, graphics card, power supply 400W I install windows it pulls like a snail, I put power 750W completely different computer: see my computer specifications, since then i always use more power than usual harmless but it helps a lot. Try it and you will see the difference.
