I've problems after upgrading my Laptop to WIn 11 23H2 manually using ISO (from the Microsoft site).
It makes booting time slower (It almost takes 1 minute), but the task manager shows "Last BIOS Time: 3.8 seconds".
*I mean it happened on the booting screen (Shows the Legion Logo with an animated loading circle below it).
*Sometimes there is stutter/lag on the mouse cursor.
*When clicking on the wifi/sound/battery icon there is lag/freeze till opened only once per restart/reboot/power on.
I've done:
SFC & DISM command, nothing worked.
I cleaned and reinstalled Graphic Driver using DDU, but nothing worked.
I also disabled fast startup from the beginning, long ago before I did the Upgrade and it is still faster boot up compared to now.
Is there any solution to this problem?

After reading this forum and realizing that I have both AMD and Realtek I decided to check if Driver Booster for Steam could do something and yes! It updated a Realtek driver and AMD audio driver (thus a corrupt Bluetooth driver), restarted and it got back to the 10s booting!
I had the problem of slow boots too. I uninstalled all AMD Adrenalin software and drivers, then reinstalled the latest version of Adrenalin Software that I could - that was Adrenalin Edition 23.7.1. See: Latest AMD Radeon Graphics Driver for Windows 11 - post #291
Funnily enough, I thought I'd try the fix from there, so I've just let Adrenalin update itself to 23.11.1 to test it. Looks like the Audio CoProcessor driver has been updated, I seem to have ended up with one dated 19th October 2023 now. Didn't need to fix anything, my boot times are normal already.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.
UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

I found a fix for this problem which completely resolved it for me. At least on my Dell 7490 Laptop the Win 11 23H2 update seemed to trigger the Turbo being full on all the time, even at idle. So, this caused the CPU to overheat and triggered the PROCHOT (processor hot) protection. This throttled my 4 cores back to 400 Mhz from the NORMAL 1.7 Ghz. When Turbo was on all 4 cores ran full out at 3.5Ghz all the time. The fan and cooling managed to keep things working until I would start doing any kind of activity. Then the temp would spike, the PROCHOT would kick in, the cores would all throttle back to 400Mhz.
How was this fixed:
I downloaded ThrottleStop. Then I unselected the BD PROCHOT option (turned it off) and flagged "Disable Turbo". By disabling the turbo option with the PROCHOT option unselected all 4 cores went back to 1.7Ghz and the laptop has not slowed down and has not triggered the PROCHOT protection since then. Performance is really good. Since this is not a gaming laptop, as long as it continues to perform, I don't need turbo (although it would be nice). Things are working fine.
