That does indeed show it's disabled for the delay.
Since this is only happening when you wait on the sign-in screen, it sounds like the below could be a possibility to check:
- HDD turning off, and waiting on it to spin back up. Not applicable for SSD.
- Computer going to sleep or hibernate, and waiting on resume.
