Stalling on boot suddenly seems fixed but is it?

The computer has been stalling on every single regular clean boot. Win 23H2. Entering diagnostics and booting is fine. Safe Mode restart and booting to Normal is fine.
I was running through the SFC /scannow and it found no errors.
I run scahdisk and in safe mode found errors and after it completing on restart it still stalled.
I was going to try the bootrec solution but Shift-restart doesn't work. I know I could force it.
I tried a hard boot with shift shutdown( how do I know if that really was a hard shutdown) and it work and then I shutdown it and started and it booted perfectly.
Does that mean it is fixed?

It just stalled twice and then when I got to startup option while considering which to choose in all Japanese (I had once changed the language to English then computer turned itself off.

In Terminal [admin],type in ---dism /online /cleanup-image /restorehealth ---and run it.
When completed,then type in ---sfc /scannow ---and run it until a clean report is given.
Is ther any improvement ?

My dumb mother-in-law just pulled the cord for the PC while it was running on Windows. It however booted up fine. By the way this computer has been barely used in years from before this issue. Checking websites that work better on PC. Installed nothing beyond MalwareBytes. Uploaded photos from photograhper.

Now we know, "barely used in years".
It is most likely diagnostics being run, checking for system updates and so on.
In time that will get better.

That fixed it I guess. It only stalled once after that.
