Start 11 Taskbar Behaviour

I am using Start 11 to position the Taskbar at the top of the screen.
Sometimes when a new app is installed it does not appear in the All Apps list until you restart the Computer or Explorer.
When I restart explorer the taskbar flashed drops to the bottom of the screen than back to the top of the screen.
Is anyone else using Start 11 with the Taskbar at the top of the screen seen the same behaviour please?

Taskbar lands on the bottom of the screen when you restart Explorer because that’s where the taskbar belongs.
Once Explorer has restarted then Start11 can take over again and return it to the top.
Restarting Explorer restarts all processes.
