Solved Stuck in Safe Mode with flickering screen.

Even if I could get into safe mode with another method and didn't get any flickering that still means something needs fixing correct?

It's an issue with the last update to Win 11. If you boot to safe mode w/networking it does not flicker. There is some discussion of this on the NVIDIA driver section, page 6. Latest NVIDIA GeForce Graphics Drivers for Windows 11

Strictly-speaking, Yes, something caused the glitch and ought to be investigated. But I've seen one-off incidents in my computers that have never raised their ugly heads again as have you, I bet.
- In early 2017, my Bluetooth adapter would not respond; both Windows & the OEM's hardware diagnostics said I did not have a Bluetooth adapter. The next day it was back without any remedial action having been taken. Nothing had happened before the incident and nothing had happened before its self-recovery. It has remained fine ever since.

I don't disagree with many of the comments made.
I agree that it's not a driver issue. Third-party drivers are not loaded in Safe mode.
As some of the discussion implied, a Windows fault is apparently the cause. Perhaps the fault will not be fixed until a future Cumulative update & it will remain best to use Safe mode with networking until then.
- I have no idea if SFC or a Repair install will have any effect. I doubt it because several of the sufferers will have tried them already.

You can also use Bootsafe which I have been using for many years.

To get out of boot loop, sometimes just using Ctrl-Alt-Delete will will you the reboot option on bottom of screen.

Good point. I have already tried an update with an older build that did not have the issue and as soon as build was installed safe boot issue started.
I hope someone in the insider group will post the problem.

All my machines boot to a flashing screen in Safe Mode after installing the optional CU for 22000.652. Besides the flashing, you will also notice that the Tashbar is empty, not even a Start button. The flashing is due to explorer.exe repeatedly crashing and restarting when it tries to populate the Taskbar.

This is NOT a driver issue, even my Hyper-V virtual machines do it. The only way to restart gracefully is to use Ctrl+Alt+Del to get to the Security Options screen and use the Power button there to shut down or restart. As has been noted above, Safe Mode with Networking does not have this problem.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

I have had this problem since the latest update to 22000.652 if I start Safe mode from msconfig. I was able to restart normally by booting into my Macrium recovery and restoring the Boot partition.

I got out of it by starting Task Manager and killing Windows Explorer. Took a few tries because of the flashing, but once it 's killed the flashing stops. Then File>Run new task>msconfig, un-tick Safe mode and reboot.

This issue has been fixed by MS. Reboot and the problem is gone.
