It's not supposed to. 25h2 is the lastest public release. 26h2 will not be released to the general public until Oct..

The fact that that ISO in-place upgrade works makes me wonder if the computer is not compliant with Windows 11 hardware requirements.
If that is the case then monthly cumulative updates will happen normally but upgrades to new Windows 11 Versions, such as the forthcoming 26H2, will always need to be done using in-place upgrades [Windows will report that it is
up-to-date
but that means
up-to-date for those updates that apply to the Version of Windows 11 that is installed].
