I don't use T-bird, or drive one, but AI and Stack Overflow say this....

To disable the subject line tooltip in Thunderbird, you must use the Config Editor to change an advanced setting.
  1. Open Thunderbird and navigate to Settings > General.
  2. Scroll to the very bottom of the "General" settings and click the Config Editor button.
  3. A warning message will appear. Click Accept the Risk and Continue to proceed.
  4. In the search bar, type browser.chrome.toolbar_tips.
  5. Locate the entry browser.chrome.toolbar_tips. You will see a button on the right side to toggle its value.
  6. Click the double-arrow button to change the value from true to false.
  7. Restart Thunderbird for the change to take effect.

Same here, I do not see that popup and that setting is 'true'.

The name suggests it is to do with the Chrome browser, possibly an extension or whatever.

Turns out that the popups are still there — it appears to be a Windows issue rather than Thunderbird.

One workaround might be to put a longer delay before 'any' tooltips are shown. That way the tooltips wouldn't get a chance to show up before you move on from any elements which normally show the tip.

In about:config, change the following value to a very high number like say 50000 or more. The value is in ms. (default is 500).
ui.tooltip.delay_ms

(the same works in Firefox also).
pn: The setting shown by pseymour does work for me - I don' know why that doesn't work for you.

Thanks for that — I have made a change and will see how that goes.

I should have explained earlier why I'm leaning toward a W11 issue — the same 'tips' appear on my desktop when I hover over any shortcut. These 'tips' appear intermittently rather than consistently — also notably when TB is NOT running!

File Explorer Options/View/Folder views/Advanced settings "Show pop-up description for folder and desktop items". Uncheck. Done!
