I don't see the popup in Thunderbird on either of my devices and that setting value is 'true'. Weird!
- Locate the entry browser.chrome.toolbar_tips. You will see a button on the right side to toggle its value.
- Click the double-arrow button to change the value from true to false.

Thanks for that — I have made a change and will see how that goes.One workaround might be to put a longer delay before 'any' tooltips are shown. That way the tooltips wouldn't get a chance to show up before you move on from any elements which normally show the tip.
In about:config, change the following value to a very high number like say 50000 or more. The value is in ms. (default is 500).
ui.tooltip.delay_ms
(the same works in Firefox also).
pn: The setting shown by pseymour does work for me - I don' know why that doesn't work for you.
