I don't know "where" or on "what" you installed TextNow, but...

...3rd party programs don't seem to have a Pin to Taskbar option in the START Menu.

Find TextNow.exe in the TextNow folder, in your Programs or Programs (x86) folder on your C:\ drive.
Then right click it and choose: Send to > Desktop (create shortcut).

Then right click the shortcut and choose: Pin to Taskbar

You are clicking this in the 5292 folder.
Go to the Start menu and right click the shortcut there and choose Pin to Taskbar.
If that is not an option, as stated, that app may not allow it.
