The Dev Channel Is Starting To Move Away From Windows 11.

OS
Windows "Next" Enterprise Insider Preview / Dev Channel
This is a very small, yet quite important change.

Yesterday I got a cumulative update for .NET 3.5 and 4.8.1.

A slight change in the wording for the OS name in the CU's description caught my attention: "Windows Version Next".
The same .NET CUs for Windows 11 22H2 dev builds explicitly mention "Windows 11 Version Next" in their descriptions.

Now notice KB5016717's description... the "11" is gone.

This matches the pattern seen in latest Server LTSC builds -- "Windows Server LTSC Version Next".

The Win11 logo has been removed from the Alt+F4 shutdown dialog box.

As time goes on and more builds come out, we should start noticing the "Windows 11" name disappear from other parts of the OS as well.

Windows Build/Version
Windows "Next" Enterprise Insider Preview, Build 25179.1000.

IMO you are making a mountain out of a molehill. I think they have just simplified wording so same wording can be used in future updates without referring to a specific version. There is no evidence to suggest Windows12 is on its way.

Just an assumption, I may be completely off base:

Microsoft has repeatedly stated that the Dev channel is not tied to any version of Windows. As a result, things that we see in the dev channel may or may not ever make it into any version of Windows. Because of this, it would seem perfectly logical to me to remove Windows 11 references.

I think this is what I was trying to say but more eloquently explained.
