Sharing info.
I was getting an error at shutdown only on system #2. (I just built 2 new nearly identical pcs)
While searching for a solution I came across a very long thread on Microsoft forums about this exact error. I read through all the posts and found 3 common denominators.
#1 Win 11 23H2
#2 USB ports
#3 Wireless Xbox controllers.
I have an MSI GC30 wireless controller on that PC. It looks like an Xbox controller but it is much higher quality. It uses a dedicated USB Dongle.
My new mobos have a ton of USB ports. Short story, I moved the controller dongle from one of the "USB 3.2 Gen 1 5Gbps Type-A ports (From Hub GL3523) (Blue)" to one of the "USB 3.2 Gen 2 10Gbps Type-A ports (From Z790 chipset) (Red)" and the error went away.
