I signed up for the Windows Insider Program and after I did when I did a check for updates it brought up a Windows 11 version 23H2 (Repair Version) KB2267602 to install.

I have tried eight times and it always says it failed to install after I restart the computer.
It gives a download failure code that says it might help if I contact the technical team.
The code is: (0x80248007).

I can't delete the update because it never installs it is always there saying to retry even if there are other types of updates.
They will install but it won't.

If anyone has any ideas it would be appreciated.

Welcome to the forum. Please clarify these points.
Are you running an insider build now? If so, what insider ring and build? If not, what insider ring did you sign up for?

The following are general troubleshooting steps for windows update issues. Freebooter's suggestion is one of them.
1. Run troubleshooter-settings-system-troubleshoot-other troubleshooters-windows update-RUN.

2. Reset Windows update using Brink's tutorial Reset Windows Update in Windows 11 Tutorial

3. Run sfc after resetting update components. Open a command prompt as administrator and type sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair. If it found corruption it could not fix followup with this command (note the spaces)
dism /online /cleanup-image /restorehealth
Restart computer

4. CLEAN UP COMPONENT STORE - dism /online /cleanup-image /startcomponentcleanup
