Solved Trying to install Windows 11 in Hyper-V problem

I'm trying to install Windows 11 in Hyper-V. On my first attempt I got the error about needing TPM 2.0. I did a online search and found how to turn on TPM 2.0 in Hyper-V. Now when I try to do the install I get the message that my system doesn't meet the requirements. My computer is new and meets all of the requirements including TPM 2.0. I'm running Windows 11 Beta as the host so I know it's something in Hyper-V. Anyone have any suggestions I can try?

Make sure you set the # of processors to at least 2. I ran into the same issue as I always use 1 CPU with Hyper-V for everything else.

That was the problem. It was set to 1 one processor. I changed it to 2 and Windows 11 is installing. I hope it uses my Windows 8.1 home key to activate. I thought about using my Windows 10 Pro key but I don't want to use a key already being used.

That was the problem. It was set to 1 one processor. I changed it to 2 and Windows 11 is installing. I hope it uses my Windows 8.1 home key to activate. I thought about using my Windows 10 Pro key but I don't want to use a key already being used.
If it is a new VM, it needs a new key, and if your 8.1 key is bios embedded, it will not work. Of course, if 10 Pro key is also being used, you cannot legally use that either.

If vm has been previously activated (even if clean install), vm will activate if same edition is installed.

The VM is installed and activated. Even though Hyper-V let me setup my wireless card I had to use Default Switch to access the internet. Now I have a new problem. I can't get the sound card working. I checked and Enhanced Session Mode and Enhanced Session Mode Policy are turned on.

Can't use Enhanced Mode? Are you signing in to VM with a Microsoft account? If so, you must sign in once in normal mode, and turn enforcement of Windows Hello off. It is on by default:

Yes, I am signing in with my MS account. When I get home to night I'll sign in in normal mode and turn off Windows Hello.

That should work for you.

The problem is, that Enhanced Mode in Hyper-V is based on Remote Desktop Protocol (RDP), basically exactly the same than a remote desktop connection. RDP requires a password sign-in, it does not accept PIN. As W11 OOBE / setup, when user uses an MS account, requires user to create a PIN, and enforces Windows Hello at sign-in by default, Hyper-V VM enhanced mode sign-in fails, only showing an empty screen. The system is awaiting a PIN as Windows Hello has disabled password sign-in. PIN is not allowed becase of the remote desktop protocol, system cannot show sign-in screen.

The solution really is simple. Sign in once in normal mode, disable Windows Hello enforcement, and switch to enhanced mode. Sign-in screen will be shown, and user can sign in to VM with password.

Well, the primary con of using a key on more than 1 device is that it's not allowed and violates the end user license agreement. Kinda a pretty big con.

You fail to understand a VM counts as a separate PC. If the 8.1 key is not retail, it cannot legally be used on a different device - end of story.

I never said my Windows 8.1 keys were OEM. I bought both of my full copies of Windows 8.1 from the Microsoft Store at my local mall. Both computers have been scrapped years ago. So it is you who doesn't understand. I also don't like being accused of illegally reusing Windows OS keys.

i dont' think he was really accusing you of doing anything illegal, but a lot of people had computers that they bought with OEM licenses which they try to use elsewhere and are often surprised when that doesn't work

Sounds like you have retail keys and they should work. If they don't a call to Microsoft will likely get them activated.

i dont' think he was really accusing you of doing anything illegal, but a lot of people had computers that they bought with OEM licenses which they try to use elsewhere and are often surprised when that doesn't work

Sounds like you have retail keys and they should work. If they don't a call to Microsoft will likely get them activated.
You may be correct but the way I took it was that I was using OEM keys illegally.

Edit: After reading and rereading the post I still say that I am being accused of illegally using OEM keys.

Can't use Enhanced Mode? Are you signing in to VM with a Microsoft account? If so, you must sign in once in normal mode, and turn enforcement of Windows Hello off. It is on by default:

When done, Enhanced mode works, and you can sign in with MS account password.

For some reason this isn't working. When I'm signed in as a local account I don't get the Windows Hello option. The only thing I can do is delete the pin number. When I'm signed in to my MS account I have the Windows 11 Hello option but it's greyed out. I didn't get much sleep last night and I worked today so my mind is exhausted. I'll try again tomorrow.

I never said my Windows 8.1 keys were OEM. I bought both of my full copies of Windows 8.1 from the Microsoft Store at my local mall. Both computers have been scrapped years ago. So it is you who doesn't understand. I also don't like being accused of illegally reusing Windows OS keys.

Apology excepted. One of the biggest problems when posting on the internet is that what we post doesn't always come out the way we were thinking. I do know that a OEM version is only good for the computer it was installed on and that if someone buys a OEM version they are supposed to be a system builder and not the intended user. That is why I made sure I was buying full versions of Windows 8.1. I wanted the option of moving the OS to any new computer in the future.

I decided to delete the VM and start over. Now I can't activate. My first attempt was from a ISO made from the install cd. Windows 8.1 installed but I couldn't use my key because I got a error about the key already being used. Then I tried using the Windows 11 Dev ISO made with UUPDump and it won't except the key. When I did the install I chose the I don't have a key option. I figured it would activate from the previous install. I give up because it just isn't worth the headache.

If the previous VM you created still shows up in your Microsoft Account, you may be able to try associating your newly created VM with that registration, using the "I have recently changed my hardware" option in the Activation screen.

I deleted it when I deleted the Windows 11 VM. I was thinking that it would activate from the digital license and not my MS account.
Edit: I guess I now have 2 ways of activating Windows 11 Dev in Hyper-V. I can call MS and explain what happened and hope they let me reactivate or buy legit key.
