Unable to restart or shutdown from Start button

I have a laptop running Win11 Home Insider Edition (Build 22563). Intel i7 CPU, 256Gb SSD, 8Gb RAM.

Recently, I've become unable to shut down or restart from the Start button. When I click it, I do get the Win11 menu but as soon as I move the mouse to the power icon, it disappears.

Also, I am unable to get the context menu when I right-click the Start button.

I am able to get a dialog box when pressing Control-Alt-Delete, so I can get Task Manager and the shutdown menu that way.

I have run SFC /SCANNOW, but it didn't find any problems. I have also removed 2 recent updates, but that didn't correct the problem either.

Thanks for your suggestion, Winuser.

I was trying to find a solution short of a reinstall. If I have to go to the trouble of doing a reinstall, I would actually do a clean install of the OS that came on the laptop, Windows 10 and forego Win11 insider. There are too many "features" of Win11 that I just can't wrap my head around. I think I'll stay with Win 10 until 2025, or such time as Win11 resolves the issues that I'm having a problem with.

A repair install isn't a re-install. It is run as an upgrade, over the same version of Windows. It preserves files, settings, and (usually) installed programs.

It may not be as good as a clean installation, but it can fix some problems.

That is a known bug in this Insider Dev build.

Microsoft said:
If you right click on the Start icon in this build or press WIN + X, explorer.exe will likely crash. Please use CTRL + Shift + Esc for the time being if you use this menu to launch Task Manager.

When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

The Insider Dev channel is (by definition) going to have bugs that have yet to be discovered and fixed. If you want a stable Windows 11 then you should be installing the latest release build, currently that's build 22000.527.

Tried your suggestion Kol12, but it did not remedy the symptoms I've reported. I will wait for an update and see if MS has fixed the bug in this build.

I ran the Start Menu Troubleshooter. It found problems but did not correct them. Here is a transcript of the Troubleshooter results:
