Solved Unable to switch users concurrently in Windows 11 Pro

I got a message from a friend saying:

I've added a second account besides my main account (an MS account I've used elsewhere). I've also enabled Fast User Switching in the Group Policy Editor. But I'm still unable to switch to the other account while still being logged onto the first account

He is on Windows 11 Pro build 23H2, anything in particular that I could check for to fix this?

No that error message is saying that the main user is logged on but he is trying to logon the 2nd user account he has by doing CTRL + ALT + DEL then choosing switch user, when he does that, he can see the other user which is a Microsoft Account, when he clicks on it, he gets that error message.

First thing I'd do in such an issue is assure the hidden Administrator account is not active.

Check that Version, there is no 22H3, probably is 23H2. And it's always good to include the Build number.
23 = year H = Half 2 = Second half

nothing worked, it turned out to be the MSI image on his laptop was corrupted somehow as it was an upgrade from Windows 10 to 11 not a clean Windows 11 image. Formatted his laptop and all working perfectly now. Thanks everyone for your help.
