Upgrading or Repair Installing Native Boot VHDX files

Historically, you could not repair install or upgrade Native Boot VHDX files directly - you could only do that if connected to a virtual machine.

Several of us e.g. @Jimbo, @Kari noticed that restriction has been removed for Windows 11 but today I discovered that only applies to Insider versions as I went to do a repair on RTM W11 22000

The restriction still applies to RTM Win 11 22000 regrettably.

I hope the 22H2 RTM is not locked down like 22000.
