USB Device Recognition Issues

I know this is a common problem, but all the suggested fixes do not seem to work. The built in USB ports do all work. Plugging in a mouse transmitter functions correctly in any USB port I use. I do have a camera card reader & an external DVD player that connects & both function correctly when attached in any USB port.

PC:
Windows 11 Pro
Version 23H2 (OS Build 22631.4602)

ISSUE:
When I plug in most any external device (other than listed above) Windows almost never pops up a recognition. At the moment I am unable to connect a specific device. I have several old DV tapes. The type used in 20 year old camcorders. I obtained a camcorder that fits my tapes. Plays them correctly. I am trying to digitalize these tapes.
Purchased a StarTech "USB Video Capture Cable - SVID2USB232". You connect this cable to the PC on the USB side, & to the camcorder via RCA & S-Video connections. All well & good.
Successfully installed Twain driver & Video Capture Cable driver. Both appear in device drivers as expected. I also installed their supplied video software, even though I have Adobe Premiere, just to be sure.
But device is not recognized as even being connected in File Explorer.
I have attempted a series of steps to repair USB issues:
1) Run Windows USB Troubleshooter
2) Uninstall/Reinstall drivers
3) Try on different USB ports
4) With Device Manager open, I can see that the PC recognizes both the “USB 2828x Video” driver under Imaging devices + the “USB 2828x Audio” driver under Sound, video, & game controllers. Appears in the list when I plug in the device & disappears when I remove.
5) The 2 USB ports used are connected to the motherboard & are USB 3.0.
6) Computer is connected to the internet.
7) Device does the exact same thing when connected to a different Windows 11 PC/laptop.

Perhaps you’re not supposed to be able to see it in file explorer?

The supplied software that you said you installed, can you see the device in that software? Are you able to extract/convert a file from the camcorder with that software as it is?

Thanks! Understand that maybe a Twain product is not supposed to be in File Explorer. But it also comes & goes from device manager. + the included software does NOT recognize the device. Therefore, no file can be extracted/converted.

While this was true earlier, I now cannot see the USB 2828x Video driver in device manager at all.

Purchased this via Amazon, many of the feedbacks from there seem to fucus on a theme of Windows not "seeing" or working well with the video driver. That drive must be functioning in order for the software to know a Twain device is attached to the PC. Seems like typical Windows, it wants you to do it the Windows way, or no way at all.

I am about to try the full install using my Dell Windows 11 laptop, just to see it that works. Some people have indicated that Windows 11 wants to override the needed Twain install, & revert to the Windows default "driver"? I guess?

Do you by any chance have access to a Windows 10 system to test this on?

I will see if I can locate my old laptop and maybe try it, if I can?????

Ok, I need to veer to a different topic before going any further. I had determined yesterday that in order to install the correct/needed Twain driver in Windows 11, I needed to temporarily turn off driver signing enforcement. I successfully did so in the Recovery section of Windows Settings. Successfully installed the Twain driver. Upon next reboot the signing requirement reverts back to normal for installations.

Now, trying the duplicate this on my laptop, I find that the drive has BitLocker turned on. This faffs me of because I intentionally NEVER use Bitlocker. Somehow it was turned on & the code needs to be provided to make the above change on the laptop, that I made to the desktop for the install.

Issue is that I have no idea what the BitLocker number is !!!!!!!!!!!!!!!!!!!!!!!!!!!!! I tried on Microsoft site, and they have no record of a BitLocker number for this laptop. WHAT DO I DO NOW?

Ok, issue solved. The USB Video Capture Cable - SVID2USB232 instructions said to install the cable drivers. I did so. It did not seem to work. Finally uninstalled the unrecognized USB 2828x Device driver in Device Manager. Rebooted, and it recognized the original driver I installed, and all works well.

It was wrong information I found on a chat room for this device to some my original issues..... Thanks all !!
