@Stigg posted a link for 8GadgetPack about a year ago. This is what I was looking for. There are many desktop gadgets including a GPU gadget. You can run multiple GPU gadgets at the same time and specify which video card you want it to measure. You can also position them on any screen you have. Here's a screenshot of the two GPU gadgets I was looking for:
