I see people are/have said to use PDF Gear, but I've read on numerous posts on reddit about possibly its a spyware program, what have other users who have it thoughts on it?

Not to be overcautious. "Free from China" could mean that all your work is silently copied over to a server somewhere in China.

PDFgear seems to do almost everything I need from a PDF editor.
The only thing I miss is a Windows context menu for converting or combining into PDF.
