when app loses focus, cpu usage goes down 70%. Any workaround?

when i'm encoding a video via command line, and I minimize the window, cpu usage drops from 100% to 25%

I have to keep the command window visible on current desktop to keep cpu pinned to 100%. If I move the cmd window to another virtual desktop that is not in focus, cpu usage also drops big time.

any way to keep cpu workload even when window is minimized?

See if this makes a difference
In Windows-settings-gaming-game mode (try turning it off)

If you per-chance use Avast, disable Avast game mode.

unfortunately didn't work with game mode off.

when i minimize Handbrake window, the cpu usage drops, until I make the window visible again.

interestingly, the e-cores shift to 100% load.

You could perhaps encode video in a virtual machine using Hyper-V, and, there, the window can always remain in focus. Of course there will be a trade off with vm/host cpu sharing, but you should get better than 25%. It would depend a lot on how much RAM to an extent, and speed of CPU.
