Whether you see that message or not depends entirely on the permissions/ownership of the particular file(s) that are in your recycle bin.

If you had to use your admin rights to 'delete' it in the first place.....

...then you'll need to use them again to empty the recycle bin.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.
When emptying out some content in the recycle bin: "You need administrative privileges". I've been using one windows version or another since its inception. Never received that message until Windows 11.

Thanks Edwin. But, why is this necessary since I'm the sole administrator of the account? Is this message part of a Windows security measure?

Give the Recycle Bin a pass and delete files right away with a custom "Permanently Delete" option in the Windows 10 or Windows 11 context menu.

Don't forget when deleting file/folder without admin rights you will see AUC prompt to give yourself a permission.

Why use an add-in, just use the built-in Shift+Del that's been present in many versions of Windows to permanently remove a file or folder.

Hi @Berton, its nothing to do with add-in just adding registry entries to have the context menu option.

I understand but I've seen a number of times clients use tweaks that work only until the next Version Upgrade or maybe a Build update to those and the tweaked items get set back to defaults. That is a possibility since we only get a license to use the software.

I have been using this tweak since Windows 10 the new builds or version don't affect the tweak.

Yes, it does but little slow to accomplish also if OP want a custom "Permanently Delete" context menu option it's there for OP to use.

The folder in question is a system folder, which is why you need permission to make changes to it. It is where windows stores temporary update (rollback) files.

The folder should remain empty unless an update failed or a milestone update was performed in the last 7 days.

In Builds as of late, I've found, the entries you add to HKCR\DesktopBackground stay...,
while, entries added to HKCR\Directory get wiped...

You should only get a UAC prompt when you move a file from a protected folder to the Recycle bin. You should not get a UAC prompt to empty the Recycle bin, regardless of where the file originated. Can you please post a screenshot of what you're seeing?
