Why Do I Need Administrative Privileges To Empty Recycle Bin?

I like the location of it in the context menu. It's in-between two options I never use. The delete option is right next to the rename option and I'm constantly hitting delete by mistake.

It use to be that you just held down the shift key and delete on any file or folder you want permanently deleted and to skip the RB.

It looks stupid, I know..., but, it's cuz I put all entries in HKEY_CLASSES_ROOT so I have all frequently used choices top, front and center, no matter what object I right click on!
Open with... sub-menus drive me nuts, especially when working with hundreds of objects in one sitting! Too easy for a miss-click!

It still works. That's how I permanently delete files. I'm working on a project that requires me to rename files. I find it way to easy to hit delete instead of rename when in a hurry.

Anyway..., drifting back to the OP's issue...,
The only time I ever have to give Admin Permission to empty the Recycle Bin is, for example, if I have certain temp folder or %temp% folder objects in there.

That reminds me of a bug I saw with Windows 98 SE, (IIRC, it was on 9x) where it lets me delete the file or directory, but reports access denied when requesting to empty the recycle bin, LOL! 🤣 It would only happen for the recycle bin, suspect Windows Explorer bug in Windows 95 and Windows 98, in my case.

Correction on this. As @Bree demonstrated in #3, there are scenarios where you will get a UAC prompt to empty the Recycle bin. When I tested with a folder in C:\Windows\System32 (which also contained a file) I did not get a UAC prompt to empty the Recycle bin, but I was able to replicate the prompt using @Bree's $WinREAgent example.

@JACKSPRATNYC With what folder did you get the UAC prompt when emptying the Recycle Bin?

If it's like the very old Windows 95/98 bug, you need to terminate explorer.exe and restart Windows Explorer.

You can't change every computer you come in contact with.
And, that's why I use a lot of DOS Batch files, that will run on EVERY Windows PC, everywhere. And they never have to be installed Into Windows.

Tip of the day:

One of the first ten things I do to any new install of Windows (any version) is to disable UAC. That makes the following efforts, like installing software, a lot simpler. After all, it's MY Computer and I don't need some UAC bugging me.

In fact, with many of the After Market versions of Windows, that I've experimented with, things like UAC have already been disabled. That makes for a very Clean, Lean and Mean PC. And FAST, too!!!

Same here. UAC is extremely annoying -- especially when you're installing software that you have previously vetted.
