Win 11 Microsoft Print to PDF not working just for Snipping Tool and Photos

Hi All

Windows 11 Pro 23H2, OS Build 22631.3880.

If I create a snipping tool screenshot, or open an image file in Photos, then go to print, and print to Microsoft Print to PDF, it will create a 0KB file and then the application will crash.

Event viewer generates this error log:

I've tried a few different things:

sfc /scannow

net stop pooler > dism /Online /Disable-Feature /FeatureName:"Printing-PrintToPDFServices-Features" /NoRestart > dism /Online /Enable-Feature /FeatureName:"Printing-PrintToPDFServices-Features" /NoRestart > net start spooler

Uninstall and reinstalled the windows feature that adds Microsoft Print to PDF.



This is plaguing quite a few users at my work, so any advice appreciated!

"Microsoft Print to PDF" is known to spool the "printing" process, i.e. relegate the "printing" duties to some low-priority background task. The latter might take its sweet time to generate the file. While the background task is working, the target file is seen as having size 0. This sometime takes quite a while, which often confuses people (i.e. the file continues to sit there with size 0, unopenable). But eventually the file will form properly and acquire proper non-zero size.

As for the crash... Could be a related but separate issue...

I don't find a Print function in Photos so I open a Screenshot file in Paint and can print to PDF. There is a Photos Legacy available now in the Store.

Open the photo as a file in say Edge / firefox (use localhost or whatever as the URL in the browser --they can access local files) and then just print to PDF from the browser function --OK not a fix for the defect but a "working get_around". Also did you enable in "Programs and Features" the Print to PDF function -- it used to be default but not sure with all these various builds around.

I use PDF24 Creator; it's more versatile then 'Print to PDF' (with all the associated tools) and its FREE!!

I can print from Microsoft Photos just by clicking on the printer icon at top left.
Have you tried reinstalling Photos?

If I remember, having this issue after an update a few months ago. Go to 'More Windows features' Screenshot 2026-02-17 083722.webp

I had to uninstall (clear the check box) MS Print to PDF, reboot then reinstall (check the box) MS Print to PDF.

FWIW, recently my Print To PDF also stopped working, and none of the suggested fixes restored it. I get an error anytime I try to reinstall it.
