In 24h2, per MS arm supports x86 x64 apps so Winaerotweaker should work. ALWAYS make a full system image before tweaking your system.

    System 3 is non compliant Dell 9020 i7-4770/24gb ram Win11 PRO 26200.8457
I was able to get WinAero to run by copying the program files from another Windows install (x32/x64) to the ARM machine. It seems the setup doesn't support ARM but the program itself runs just fine.

I don't think it is that easy. It will open the Winaero Tweaker application, but I don't know if the Registry tweaks for x86 are the same for ARM. You may cause damage. Make a full backup before you try it.

I've not tried this, but apparently Winaero can be used as a portable App...

Winaero has no real-time components. It doesn't run in the background or run at startup.
When you tweak something, a registry entry gets changed, and that's about it.
Even if you uninstall or delete Winaero the change(s) you made will remain.

The checkboxes in Winaero are just... "toggles" for various registry items.

Yeas probably you can get Winaero Tweaker work on ARM through emulation, but how you can be sure the Registry keys you modify are the same for both x86 and ARM? It is rather risky.

Well, since every tweak in Winaero has a "link" showing how to do it manually... you can look up what registry key the tweak was supposed to change, and...
You can check a few, in the registry, to see if the check box actually changed anything.

For x86 apps, the WOW64 layer of Windows allows x86 code to run on the Arm64 version of Windows, just as it allows x86 code to run on the x64 version of Windows. This means that x86 apps on Arm are protected with filesystem and registry redirection.

For x64 apps, there is no WOW64 layer and no separate registry or folder of Windows system binaries. Instead, system binaries are compiled as Arm64X PE files that can be loaded into both x64 and Arm64 processes from the same location without the need for filesystem redirection. This means that x64 applications can access the entire OS, both filesystem and registry, without the need for special code.
