Solved Windows 10 & 11 create tons of empty folders in System32

I found 2200 of them on my Windows 10 install, and 180 of them on my recent Windows 11 install.
Location: C:\Windows\System32\config\systemprofile\AppData\Local

They're all empty folders, beginning with tw and ending with .tmp
Deleting them seems to have no side effects.
all the "tw ending with .tmp folders can be safely deleted. None of them hold any file. If you highlight all the TW folders, right click properties, there are 0 bytes, which means they are empty. . . I've deleted them, (kept them in the recycle bin, just in case), then rebooted Windows normally. . . Then I actually shut down the computer for like 2 minutes, and turned it back on again.........No errors or anything.

I got rid of them back in Nov 2021... they haven't come back.

go through the recommended way to get rid of them and stop them reoccurring

I forgot about this thread and all the empty folders that the Management Provisioning Logon task creates. I had heaps of them.
HiBit Uninstaller Empty Folder Cleaner just reminded me about them.

I guess after all this time, Microsoft have no plans to change anything regarding this.

I just checked two machines and found zero tw....tmp AND the provisioning task still disabled, so MS hasn't re-enabled it. I think I killed the logon task and wiped the .tmps almost two years ago, when this thread was started by @Ghot, and I haven't thought about it again until this morning.

Back when I first saw them, I disabled the Task(s) located here...
Task Scheduler > Microsoft\Windows\Management\Provisioning > Logon


Actually, I disabled all of them except Cellular...

I haven't seen any of those folders since then. I haven't noticed any issues after disabling those Tasks.
But, there's a lot of Windows 11 Apps that I don't use or have installed.

My experience matches @Ghot's, but I have all five disabled. I, too, have a slightly weird record of a run this year (see his screenshot), but there seems to have been no resulting accumulation of empties.

Not a ton of space, but the location, folder names, time/date stamps, etc., have to be stored somewhere.
It might even speed up searches without those thousands of useless files.

When I first cleared them on Windows 10... I think I had 2200 of them.
I think there was only around 900 of them on Win 11.

Plus... there's my OCD to consider. :cool:

If you had 405939 empty folders or even empty files, each would take up 4K or 4096 bytes of space as that's what the NTFS default block size is even if it's 0 which means in this case, it's already 1623756KBytes of space or 1,58569921875GBytes or 1.548534393310547TBytes of space so basically a file will take up the full block size in multiples as needed regardless if it only uses a partial block.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

Interesting and googling seems to say the file itself may not show the actual size taken but the directory/folder where the files are located would probably show the correct info but even if the later was true, 1848 files would take 7,392KBytes or 7.21875MBytes which is not much. I would worry more about the 405939 empty files/folders more than 1848. LOL

Seems like this is the best explanation, you can have a file up to 1KB and it will still take up 0 disk space.
