Solved Windows 10 and Windows 11 Digital Licencing explained


@Kari, is the Digital License valid for all Win 10 / 11 versions or only for Home and Pro?

For example, I have a Win 10 Edu, can I do a clean install and it will activate?

All digital licenses are valid for both Win10 and Win11. The digital license is valid for a specific edition. It will activate that edition and editions that rank 'lower' than it. For example, a W10/11 Pro digital license will also activate Home.

For the Education editions they have equal rank to their non-education equivalent. (Edit: apparently not, see post #44)

A PC that was activated for W10/W11 Education will activate with W10/W11 Home as well. I have a clean install W11 Pro activated on a laptop that originally had an activated W10 Pro Education.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

Yes, as you are clean installing the same edition again it should activate from the PC's existing digital licence for W10 Education.

There seems to be a hierarchy for digital licences, each one can activate its own edition and at least some of those lower than it (Pro will activate Home, for example). I cannot find any documentation that puts them in order though, so I have just done some clean install experiments in a VM that has a digital licence for W10/W11 Pro.

I know that a digital licence for Windows 10 Pro Education will activate Windows 10/11 Pro as I already have a laptop activated with that combination.

However, my tests show that neither W10 Education or W10 Pro Education will activate from a W10 Pro digital licence. So both those Education editions must be higher up in the hierarchy than Pro.

I thought that those types that require a institution server to activate , like enterprise or Education, would need to access the institution server to activate after a clean install.

Not the other way around. If you want to upgrade to Workstations or Education from Pro, you will have to buy a new licence.

Yes, they are. Workstations, Education and Enterprise are higher editions than Pro. A downgrade can be activated with an existing Pro licence.
