I went and installed win 11 pro.
Then I purchased a Windows 10 Retail RTM retail.
But it does not want to activate, I get error:
0x803fa067 activation error

I still don't know whether you're talking about Win 11 or Win 10.
Which one won't activate?

What were you trying to accomplish?
If you already have Win 11 installed, why did you buy Windows 10?

I installed win 11 pro.
I then purchased a retail windows 10 pro.

Right, so that error message is, "The activation server determined the specified product key has been blocked." You should get your money back for your key if you just purchased it, or you can try to go back to the seller to get a different key. I'm not sure where you purchased it.
