Windows 11 0xc1900101-0x20017 The installation failed in SAFE_OS phase with an error during the BOOT operation

Hello Everyone,

Windows 10 pro version 22H2 (OS Build 19045.6466)
Trying to update 22H2 to windows 11 . It shows the error 0xc1900101-0x20017 when restarting the installation. Any help appreciated.

I tried:
sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
Do A Clean Boot
Upgrade BIOS
Remove Peripherals
Also I spoke with claude and share the logs:
I dug through both logs. Here's what's actually going on. I got the following answers, but I'm still couldn't find the solution.

The setuperr.log shows the upgrade entered rollback at 13:51 (Orchestrate OS switch ... rollback OS ExternalRollback), and the trigger is visible earlier: starting around 13:40–13:49, the migration phase repeatedly fails to load several Windows migration plugin DLLs in the new OS:

• WSManMigrationPlugin.dll
• CscMig.dll
• RasMigPlugin.dll

All three fail with LoadLibraryExW ... failed gle=0x7f (ERROR_PROC_NOT_FOUND), meaning these DLLs (or one of their dependencies) couldn't be loaded properly. This repeats dozens of times across the user-data migration step, and that's what ultimately causes setup to abort and roll back, which is exactly what error 0xC1900101 - 0x20017 means (a failure during the data migration phase of setup).

This pattern (0x8007007f / gle=0x7f on system DLLs during migration) is most often caused by one of:

1. Corrupted system files on the current Windows 10 install
2. Third-party antivirus or security software interfering with the migration process
3. A flaky/corrupted installation media or ISO
4. Leftover corruption from a previous failed upgrade attempt"

If the files are corrupted, the only thing left to do is a clean install. Windows will not migrate files too damaged for an upgraded OS. Don't fight it. Hopefully, you backed up your data, personal files and drivers. Good luck.
