Patch Tuesday (2nd Tuesday of each month) is when Microsoft makes available the Cumulative Update Previews.
The last Tuesday of each month is generally when the Cumulative updates are pushed.
That was pre 24H2. I don’t know how it works anymore, perhaps the same.
Since Microsoft introduced Checkpoint Cumulative Updates with Windows 24H2

Sometimes, the Preview Updates, fall on a Thursday, near the end of the month.
Only Microsoft knows for sure.
Updates of all flavors, used to always come out at 1pm NY time.
They still do that on patch Tuesday... mostly.
But lately some updates have not been released until 5-6pm NY time.
So what information can we glean from all this?
Simple... Microsoft can't tell time or read a calendar.
