Maybe it would be useful for you to describe what you are trying to do in order to get the PC into sleep mode.
What steps are you following?

I have the same version of Windows 11 (OS Build 22631.2861) and get the PC into sleep by a function key on my MS (wired 600) keyboard, that I re-assigned to the following command:
rundll32.exe powrprof.dll,SetSuspendState
That functions ok, already since Windows 7, Windows 10 etc.

Does the computer go into sleep mode then starts up again?

Do you have anything running in your taskbar that requires constant connection? Something that starts up when the computer does?

Certain peripheral devices, such as a mouse, a keyboard, or headphones can wake your PC. There is a command you can run to see what woke your PC but I forget what it is.

Well ,
thank you Kees
for your answer which was most impressive.

I used your command from a cmd window and the pc shutted down and i pressed a key and it came back to the previous state it was.

This is almost what i actually wanted to do. Now i can make a .bat file with your command and run it whenever i wish.

Yet, what i want it to do exactly is that after a certain amount of time e.g. after 20 minutes that i am not in the pc, it should behave as this:
Shut down and with a mouse/key press to return to the previous state.

Up to know , no matter what i was putting in the power options of windows settings it would only shut down the monitors.

So, is there a way i can accomplish that?

Regards,
Nik.

Thank you antspants for your reply.
The computer does not get in sleep mode only shut off monitors.
I can not be sure each time if there is something in taskbar keeping constant connection because i open and use various programs each time.
Maybe i should start windows to a state that nothing is loaded and see what happens? but i am not sure how to do this. Windows safe mode maybe?

Regards,
Nik.

Shut down...
That you should be able to do via the system settings:
- System
- On/Off
- Power and sleep
- When plugged in, PC goes to sleep after (20 min)

I can't check that as I don't use automatic sleep (I have used to press the function key that was re-assignd to the sleep function).

... and with a mouse/key press to return to the previous state.
For that you have to set the BIOS/UEFI settings as such that awake by USB is enabled (if the keyboard is attached via USB).

Surprisingly ,
everything works as it should.

The pc goes to sleep mode if i get away from keyboard as intended. No need to run something.
Very weird, i had this problem for 2 months now and it fixed without i do something.
Except of course i run the command of Kees.

Thank you all for your answers and your time.
Regards,
Nik.
