windows 11 fresh install - pc or lcd monitor will not sleep, other upgraded partition it does? msi z490

I have two partitions, one i did an upgrade to win 11, the other is fresh.

On the fresh one, the lcd monitor will not shut off.

Things i've tried:

Setting nic to wake on magic packet only. Setting it to disable wake timers. Disabling hybrid sleep. Ran powercfg /requests and /lastwake (nothing shows up as in use)

Also did msconfig bare startup, same deal.

Nothing changes as far as whats plugged in between testing the upgraded vs fresh.
I also pulled every usb from the machine and disabled all usb related dev manager drivers, no go.

I'm out of ideas. Anyone else ran into this?

I've not had to do a monitor.inf file in many years. I updated my hardware specs. Im using a sony x800d

Again everything worked fine with all things plugged in in windows 10, then upgraded win 10 to win 11 initially, that also worked fine.

So on a new partition (and now tried it over again on one more to be sure), sleep on the screens just never times out. No errors, no powercfg things keeping it awake, nothing.

All peripherals were also unplugged and also disabled in bios to rule that out.

I ran a chipset updater from a few years ago to see if it would help, no change. MSI doesnt seem to have a newer one in their list of downloads.

Boot the Win 11 upgrade partition (the one that puts the monitor to sleep) and export all the drivers with this command:
DISM /online /export-driver /destination:x:\Drivers

Then boot the clean install Win 11, open Device Manager and start updating the drivers that you think mat be causing the problem (Display Adapter and Monitor). Use search my device and point it at the folder of drivers created above.

If you did not download and install the driver manually from MSI site, then your system will run MS default one and most MB features will not work, including any driver update assistant software.

Currently its Intel-10.1.18295.8201 I also tried a slightly newer one (mid 2021 i think that i managed to find), either way same difference. The 8201 is from the msi site i believe.

Oh man, i never realized this could be done.
Unfortunately late last night i deleted the old upgraded one, i guess i could try to restore it to another drive somewhere (or even a vm if thats possible) and export the drivers. Its in tibx format right now though.
