You would think, but it doesn't really work. Microsoft doesn't publish numbers, at least to the public (maybe MVPs have it?), but periodic estimates are that less than 20% of Insiders actually submit feedback; some estimates have it as low as 5%.

Unless there are some facts they can use, estimates are just a guess. I wouldn't be surprised to find that the percentage of actual bugs being reported are higher than that.

Edit: Thinking a little more about it. We may not know the actual numbers, but they must be high enough for MS to continue the Insider rings.

I wouldn't say the numbers are high. I would say high enough for MS to continue releasing Insider builds.
