Windows 11 ignores refresh rate from games, forces 144hz which messes up going in and out of windowed games

Windows 10 everything works normal.

Windows 11 as below.

If desktop set to 59.95hz monitor is at 60hz input and 60hz output.
If desktop set to 60hz, monitor is at 120hz input (wtf) and 60hz output.
I load a game that is configured to use 60hz, this is ignored and monitor goes up to its max 144hz, this happens regardless of what the desktop refresh is set to.

Why is this annoying aside from the extra strain on signalling and display? It means when I switch between game and desktop there is a delay as the monitor flips to a new refresh rate.

I can only fix by forcing monitor to run in fixed rate mode, which means I lose VRR.

If this is intentional, its beyond stupid, I found one other person on the entire net with same issue, and he had no resolution, everyone else I found instead is trying to get refresh rate up.

Has windows 11 really lost the ability to run at 60hz whilst keeping VRR support, is it a downgrade over 10 in this respect?

Thats regarding LFC. This issue happens even if I turn of VRR, my original post was wrong in that respect, so e.g. if I disable VRR, its 60hz on desktop (providing I set 59.95hz), and then 144hz in game fixed, the requested refresh rate in game is not honoured.

However have now pinned down this behaviour a bit more.

It only happens in full screen exclusive mode -> optimised full screen (which converts it to flip mode windowed borderless.).

On Windows 10 as I said, it behaves properly.

I dont know if this happens on multiple games, I probably should test, but at the moment I am testing Warcraft 3 reforged which has severe frame pacing issues.

Windows 10 game set to full screen 60hz (exclusive, successfully converted to flip mode borderless, active VRR) no stutters. 60hz sent to monitor. Instant switch in/out desktop.
Windows 11 game set to full screen 60hz (exclusive, successfully converted to flip mode borderless, active VRR) no stutters. 144hz sent to monitor. Delayed switching in/out desktop due to input refresh rate to monitor changing. (vrr only works when windowed flip mode enabled, 10 works without even having the mode implemented)
Windows 11 game set to windowed full screen (it has this option), flip mode not working, even with with windowed flip mode enabled in Windows 11 settings, no active VRR, monitor is 60hz, but game stutters due to no functioning VRR. instant switch in/out desktop due to no refresh rate change.

Ok I have made a little progress by tinkering with Nvidia driver settings, I have forced gsync (VRR) on for the game in windowed full screen mode, no stutters, instant switching, but is some black screen flickering to resolve now, will come back to it tomorrow;

Final fantasy 15, I am hoping doesnt have the same issue, as that game has no native borderless mode, ir relies on a proper working exclusive to flip mode bordered transition via windows full screen optimisation.
