Windows 11 Language bar keeps reappearing after restart

I have set this not to show either in taskbar or on desktop but every time I restart it keeps appearing again. Is this a bug? Is there a way of stopping it in the registry?

If you go to Settings > Time & Language > Typing > Advanced keyboard settings. Then click on "Language bar options" is it set to "Hidden" and not "Floating on Desktop ?"

There are some registry tweaks you could do alternatively
HKEY_USERS\.DEFAULT\Keyboard Layout\Preload
HKEY_CURRENT_USER\Keyboard Layout\Preload
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout
