Windows 11 Moment 4 update.

Last month I was under the impression I installed the Windows 11 Moment 4 update. My OS build is 22621.2428. However I do not have any of the new features that I read about that came in with Moment 4. Further research leads me to believe that the Windows Configuration Update (KB5030509) is what is needed. My Windows update history does not show that KB5030509 is installed. If this update is needed to activate the new features how do I go about getting it installed? Please note I am located in the USA so there should be no location restrictions on the update for me.

I read lots of posts where other folks are in the same position as me. I tried some of the recommendations to get the update but so far no good. Help in this matter will be appreciated.

KB5030509 is not installed on my machines and I do have Moment 4 installed (I see CoPilot for instance) so I do not think this is needed to get Moment 4.
I think it is a post code lottery as to when your machines will receive it. Other than that, I can't help.

I have three fully supported devices, all on 22621.2428. Of these, two have the moment 4 features and one doesn't.

Looks like MS are doing a gradual rollout for enabling moment 4 features.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

If not already enabled, make sure to turn on the option "Get the latest updates as soon as they're available". After enabling this, click on "Check for updates" and see if it wants to reboot to enable those features.

You should also open the Windows Store app and check for updates there as some of the features require updated versions of things such as Notepad, etc.

Bear in mind that SOME features may still not be enabled yet.

    The five 8TB drives and three 512GB SSDs are part of a DrivePool using StableBit DrivePool software. The three SSDs are devoted purely to caching for the 8TB drives. All of the important data is stored in triplicate so that I can withstand simultaneous failure of 2 disks.

Just to be clear, did you manually click on "Check for updates" AFTER that option was enabled. My understanding is that you need to be a seeker (you have to manually click that button) to get the features. Others, correct me if I am wrong. It also seems to me that this is when KB5030509 gets installed.

I've tried about a dozen machines so far and have the features on every single machine, even machines well over a decade old that technically are unsupported by Windows 11.

I can't be certain what the issue is then. It's possible that Windows deems something about your system to be incompatible with some specific update. Microsoft will sometimes put blocking holds on certain updates until known issues are addressed. Of course, that is only speculation on my part.

Copilot apparently requires being logged in with a MS account, meaning, not using a local account.

I don't log on with a Microsoft account. I use a Hybrid account as Kari instructs in the below tutorial. Copilot works just fine in that scenario.

Be aware KB5030509 is NOT going to be shown under Quality Updates, but rather Other Updates...

I don't log on with a Microsoft account. I use a Hybrid account as Kari instructs in the below tutorial. Copilot works just fine in that scenario.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. There's a good chance that the next update we'll see offered is the 23H2 feature update. That should do it....

From what I read is locales in North America would get the update right away. The rollout was for some other countries.
