hi,
windows 11 start menu button is non-responsive most of the time. The taskbar work ok.
if scannow/sfc and chkdsk,dism do not make it normal, then how to fix this problem.

Check which tasks autostart when booting, and tinker with them until you find the possible culprit. Of course this is only one possible solution of many possibilities to solve your problem, but it's a start. Good luck!

Some additional background would be helpful:
- did you just upgrade from Win 10 and experience this
- have you applied any registry or 3rd apps to modify, move, or customize the taskbar
- do you have an image backup to an earlier install that did not have the problem

Make an image copy now before doing anything else just in case anything you try makes things worse.

The next step would be to try doing a repair install. Downloading an ISO for the same version you have installed. Mount it, run setup and select repair. If that does not work then a clean install may be your only solution. You would have to reinstall all you apps with the latter.
