Windows 11, Ubuntu Dual Boot GRUB

I have Dual Boot Windows 11 and Ubuntu. Will Windows Updates removed GRUB and EFI Partition or if i re-install Windows?

No. grub-install will install GRUB on [ESP]/EFI/grub or [ESP]/EFI/ubuntu.
But, after you will install (or update) Windows, Windows will register on the UEFI boot manager, hence you will not boot to Ubuntu.

I found solution.

Convert Windows 11 from UEFI to Legacy, install Ubuntu and convert back to UEFI after Ubuntu installation.

Unnecessary. Install Windows on UEFI, and then install Ubuntu on UEFI, hence you will boot straight to GRUB and you will see:

Ubuntu
Advanced Options for Ubuntu
Windows Boot Manager (on /dev/sda2)

To make sure Windows will boot to GRUB even after Windows Updates, use this command on Administrative Command Prompt:
Batch:
bcdedit /set {bootmgr} path \EFI\ubuntu\shimx64.efi

If you can't see Windows in the Boot options, type this command in the Linux Terminal:

$ sudo update-grub
