You download the reg file right click on it and run as admin. It’s ok that you did it whilst the copy was happening.
If Rufus works, you wont need the reg file but it wont do any harm if it’s run, regardless.

Right click on the RUFUS executable and run as admin
There is an option if this get’s too much. Because I can’t understand the issue with RUFUS.
If you get to a point that you want to smash your PC, we can connect to each other using Microsoft Assist. I can call you on the telephone (I get ultra cheap calls) because Assist doesn't have voice chat, only text. I can see if I can help remotely.
