Windows and Edge ignoring camera & browser settings

I've set my camera setting for edge to Always Ask, and my Kasperksy keeps telling me that Edge is accessing the webcam. Edge isn't asking for permission.

Fortunately, this laptop has a shutter built in so I can keep the webcam closed, but I have to wonder if it's accessing the microphone too. I've got Chrome set as my default browser, but every Windows setting that needs a web page opens in Edge.

Is there a way to get Windows 11 to actually use my selections. I get ignored enough without the computer doing it too.

Those don't appear to be edge settings. Camera and microphone are under Cookies and Site Permissions and I have both of them set to Ask First. Edge is not asking at all.

I found those to be Windows 11 settings. There was no option to turn Edge's access on or off. The recent activity shows 0 requests, though I've seen my Kaspersky pop-up several times that Edge is accessing the camera. This may allow me to turn the camera off for all apps, but that's not what I was looking for. I'll still need some things like Teams to be able to access the camera. I just want Edge to ask me like it's supposed to since that setting is actually in Edge. It's a false sense of security for Edge to say it will ask for permission and then do whatever it feels like doing anyway. But we are talking about Microsoft.
